Доброго времени суток.
Ошибка 0x30021 означает, что лаунчер не может внедриться в игру.
Чаще всего это блокировка антивирусом или конфликт с модами. Отключите антивирус, удалите моды (ENB/ReShade) и запустите лаунчер от имени администратора.
Если не поможет - переустановите лаунчер.
